I'm trying to find a debugger that will work with the NMIL-0012. I've looked at D-Bug12V2.1 and it appears to require writing to the write-protected top 2k of EEPROM. Version 4, and it requires the use of a BDM tool to load. Are there any versions of D-Bug that will work with the NMIL-0012 that don't require any special tools to load?

1. That is correct, if you want to load the DBUG12 monitor code to the flash, you need to have a BDM cable and software to handle this. You can check out a low cost BDM tool from www.pemicro.com
2. Or you can jumper the system to boot from the external memory. This requires to burn the DBUG12 code into a 32-KByte eprom and install on U5 socket where the external ram is. The only disadvantage is you don't have much internal ram to load your application code.
