I purchased a NMIN-2106-USB-1 quite some time ago. The interface was too intimidating to me so it sat while I played with plugaARM and tiniARM and non-NMI boards. I have finally gotten enough courage and confidence to tackle the USB interface. I am not doing well.
I compile using Rowley 1.7 (Personal License) and generate a nice hex file.
I use the Tini21xx example files. Clean compile, hex file, etc.
Now I'm trying to load the hex file using the USB as com3.

With the USB plugged in I have all 3 LEDs lit up, and as I try to download, I get one little led flashing. Nothing else.

from cygwin window:
lpc21isp -term blink.hex com3 115200 10000
File blink.hex:
loaded...
converted to binary format...
image size : 2192
Synchronizing (ESC to abort)............................. no answer on '?'

I have tried 9600. I've tried moving jumpers all over the place and I have gotten no other response.
I failed just as much using the 20 pin JTAG to try to even see the 2106. I also moved jumper all over the place one at a time just to see if I could get any responses.

I'll try other BAUD rates and see if one of those will work.

it all started with one NMIY-0031 ...

Oh, and I guess I need to know just where the jumpers should all be.

I have played with a pin on J4 between 1&2
I have J7 between 1&3
I have J8 on
I have J9 off
I have J2 on
I have J10 all off (I have tried connecting 8&9)

So, how SHOULD they be connected to connect with JTAG and with USB and with RS232 (that is what I'll try next).
